DONGYING, CHINA – September 4, 2026 — On the afternoon of September 4, 2026, Junyuan Petroleum Group convened its Third Quarter Safety Committee Meeting in the second-floor conference room of the Quality Inspection Center.
The conference was presided over by Chunxiao Qi, General Manager of Junyuan Petroleum and Director of the Safety Committee. Over 60 representatives attended, including Safety Director and Deputy Committee Director Huaijie Qiao, Vice General Manager & Plant Director Fuchang Wei, Chief Engineer & Equipment Director Peisheng Sun, as well as commendation recipients and employee delegates.
Recognition of Excellence and Performance Review
The meeting commenced with an award ceremony honoring Safety Role Models, Outstanding Shift Leaders, Outstanding Individuals, and Advanced Safety Workshops with certificates of honor. Safety Role Model representative Hailiang Li and Advanced Workshop representative Zhiyong Zhang delivered speeches reflecting on their operational roles.
Department heads from the Production Operation Center, Quality Control & Logistics Center, Power Support Workshop, Operation Support Department, and Technical Equipment Management Department summarized key Q2 safety achievements and presented Q3 work plans. Fengshan Li from the Safety Management Department reported on the company’s Q2 overall safety performance.
Departmental Directives & Risk Prevention Initiatives
During the session, executive leadership outlined key priorities for technical, operational, and safety management:
- Technical & Equipment Compliance: Peisheng Sun highlighted strict compliance for special equipment, mandatory periodic inspections of safety accessories, and the implementation of daily, weekly, and annual self-audits. He emphasized overseeing turnaround maintenance, expanding preventive checks such as high-temperature infrared thermography, and advancing the digital equipment integrity platform to achieve closed-loop management for inspection alerts and maintenance records.
- Operational Stability & Equipment Readiness: Fuchang Wei noted that stable Q2 operations and successful turnaround maintenance laid a solid foundation for H2 goals. For Q3, operations will focus on verifying fire water systems, eliminating boiler operating hazards, managing dynamic/static equipment life cycles, and controlling loading/unloading risks during peak hours. Management was urged to leverage reward-and-punishment mechanisms and address skill gaps through targeted training, aiming for “Zero Accidents, Zero Injuries, Zero Incidents.”
- Safety Audits & Emergency Protocols: Huaijie Qiao detailed plans to dynamically update personnel certifications, update emergency response plans under the new national standard GB 6441-2025, and implement unannounced drills (“blind drills”) to sharpen real-time response capabilities. He stressed strict enforcement of the Summer 100-Day Safety Campaign, weekly compliance checks, zero tolerance for safety violations (“Three Violations”), and comprehensive risk assessments for high-risk maintenance tasks.
Executive Summary and Outlook
Concluding the meeting, General Manager Chunxiao Qi reviewed Q2 workshop performance and called on all departments to immediately implement the meeting’s directives.
Qi noted that from January to July 2026, the company maintained stable, safe operations through collective employee dedication. To sustain this momentum, the quarterly evaluation and commendation system will expand from workshop leadership down to technicians and primary operators.
He emphasized a pragmatic approach to all duties, referencing the company’s 2026 strategic guidelines: grounding all work in facts, practical execution, and tangible safety results. Opposing superficial performance and passive work attitudes, Qi urged staff to deeply investigate root causes and permanently eliminate operational hazards.
Highlighting today’s strict regulatory climate—where safety represents a vital core risk—Qi reminded all staff that the fundamental purpose of work is to “ensure safety, protect health, and earn wages.” He urged all teams to maintain constant readiness, learn from past compliance issues, and drive continuous improvement across all production facilities.
